Syed ALI – Drunk Driving

(OTTAWA, ON) – Members of the Ottawa Detachment of the Ontario Provincial Police (OPP) have charged an Ottawa resident with Impaired Driving after conducting a traffic stop on Highway 417.

Shortly before 2:00 a.m. on September 16, an officer observed a vehicle driving erratically on Highway 417 near Maitland. Upon stopping the vehicle, the officer noticed a strong odour of alcohol coming from the driver. The driver failed a roadside breath test and was arrested for impaired driving.

Syed ALI, 24 years of age has been charged with the following Criminal Code offences:

  • Operation While Impaired – Alcohol and Drugs
  • Operation While Impaired – Blood Alcohol Concentration (80 plus)

Ali received a 90-day driving suspension and his vehicle was impounded for seven days. Ali is scheduled to appear in an Ontario Court of Justice on October 22, 2024

David BRACZKOWSKI – Drunk Driving

(OTTAWA, ON) – Members of the Ottawa Detachment of the Ontario Provincial Police (OPP) have laid impaired driving charges against an individual from Ottawa after an early morning collision.

Shortly after 4:00 a.m on July 24, Ottawa OPP responded to a two vehicle collision on Highway 417 near St. Laurent. The investigation revealed that one of the drivers was impaired by alcohol. 

David BRACZKOWSKI, 37 years of age has been charged with:

  • Operation While Impaired – Alcohol and Drugs
  • Operation While Impaired – Blood Alcohol Concentration (80 plus)

As a result, Braczkowski received an immediate 90-day driving prohibition and his vehicle was impounded for seven days. 

Braczkowski was released on an Undertaking and is scheduled to appear in Provincial Court on September 24, 2024.

Andrew WYKURZ – Assault, Hit & Run

(OTTAWA, ON) – Members of the Ottawa Detachment of the Ontario Provincial Police (OPP), have laid several charges against an individual from the Ottawa area after responding to a fail to remain collision on Highway 417.

Shortly before 6:00 p.m. on July 12, OPP members responded to two vehicle collision on Highway 417 in Ottawa’s East end. One of the individuals involved in the collision became angry and struck the other driver’s vehicle with a large object, breaking the taillight. That same individual then fled the scene. 

OPP members later located the vehicle and driver. Andrew WYKURZ, 61 years of age has been charged with the following:

  • Possession of a Weapon for a Dangerous Purpose
  • Mischief Under $5,000
  • Failure to Stop after an Accident
  • Dangerous Operation
  • Assault with a Weapon

Wykurz is set to appear in a Provincial Court of Justice on August 30th, 2024

Another Student Sexual Assaulted By School Bus Driver

(Ottawa) — The Ottawa Police Service Sexual Assault and Child Abuse (SACA) Unit has charged a man following an investigation into sexual offences that occurred in the Centretown area involving a girl, under 16 years of age.

On March 1st, the accused – who was employed as a student transport driver for a Centretown area high school – dropped off the other students and then began to transport the victim to their residence. During the drive, he stopped the van and forced the student to perform a sexual act. The student was then dropped off at home.

Today, Jean-Pierre MUTABAZI, 56 years old, of Ottawa was charged with Sexual assault, Sexual interference and Invitation to sexual touching.

He is scheduled to appear in court today.

ALERT: Sex Offender Karl NJOLSTAD Living in the Vanier Area

(Ottawa) — The Ottawa Police Service would like to inform the community that Karl NJOLSTAD, 62 years old, who is deemed a high-risk sexual offender, is now living in the Vanier area.

He has a history of sexual assault, and sexual interference, possessing, forcible confinement and making child pornography.

The Ottawa Police Service believes that NJOLSTAD poses a risk to the community, particularly children and is concerned that he may commit similar offences in the future.

NJOLSTAD is described as: a white male, 5’9” (175 cm), brown eyes, medium build, salt and pepper hair (see photo).

NJOLSTAD is subject to the following conditions: 

  • Not to consume, purchase or possess alcohol.
  • Not to consume, purchase or possess drugs other than prescribed medication taken as prescribed and over the counter drugs taken as recommended by the manufacturer.
  • Immediately report all relationships and friendships with females and any changes to the status of the relationships/friendships to your Parole Supervisor.
  • Not to own, use or possess any technological device that would allow access to the Internet, unless previously approved in writing by your Parole Supervisor.
  • Not to purchase, acquire, possess or access pornography or sexually explicit material in any form or type of media.
  • Not attend a school ground, public park, playground, daycare, community centre or public swimming pool where  persons under 16 are present or could be reasonably expected to be.
  • Not seek or obtain employment (remunerated or not), Not becoming or being a volunteer in a capacity that involves being in  a position of trust or authority towards any person under the age of 16 years.
  • Not communicate or be in contact with any person who is under the age of 16 unless he does so under the supervision of a court approved person.
  • Not to use the internet for the purpose of contacting any person under the age of 16 years or for accessing child pornography.

Anyone who is aware of potential breaches to NJOLSTAD’s conditions should not approach him, but rather, contact the Ottawa Police Service High-Risk Offender Management Unit at 613-236-1222 ext. 4395 or 9-1-1 in case of an emergency.

This public safety warning is being released under the authority of Regulation 412/23 of the Community Safety and Policing Act, which allows for the release of personal information about an individual if it is reasonably believed that the individual poses a significant risk of harm to other persons or property, and it is reasonably believed that such disclosure would reduce that risk.

Police Officer Arrested For Drunk Driving

(Ottawa) — A member of the Ottawa Police Service has been charged with several offences in relation to an off-duty collision that occurred on March 17.  There were no injuries in the two-vehicle collision.

Cst. Cory Chuchryk has been charged with:

  • Impaired operations Sec 320.14 CC
  • Failure to stop after accident Sec. 320.16 CC
  • Dangerous driving Sec. 320.13 CC

He was released on an undertaking with a first appearance scheduled for May 7, 2024.

He has been placed on administrative duties.

School Bus Driver Sexually Assaults Child After Locking Them In – Police Fear More Victims #EndTheAbuse

(Ottawa) — The Ottawa Police Service Sexual Assault and Child Abuse (SACA) Unit has charged a man following an investigation into sexual offences that occurred in the Vanier area involving a youth, under 16 years of age.

On February 23rd, the accused – who was employed as a vulnerable/special needs student transport driver for a Vanier area high school – locked the doors and drove away from the drop-off zone before the last student on board was able to exit. He parked the van in another school parking area and forced the student to perform a sexual act. The student was then released and able to exit the transport van. The youth immediately reported the incident to a teacher.

Today, Mohamed ELBARKOUKY, 52 years old, of Ottawa was charged with Sexual assault, Sexual interference and Invitation to sexual touching.

He is scheduled to appear in court today.

SACA investigators believe there could be other victims.

Teens Send 2 Police Officers To Hospital With Serious Injuries

(Ottawa) — The Ottawa Police West Criminal Investigations Unit has charged three young persons following a stolen vehicle investigation that left two officers with serious injuries.

At approximately 11:15 pm on March 29, officers observed a vehicle that had been reported stolen traveling near Woodfield Drive and Merivale Road.

As more officers arrived in the area, the suspect vehicle accelerated to avoid police, however ended up striking a police cruiser head-on. Both officers from the vehicle sustained serious injuries and have since been released from hospital.

Three young persons (who cannot be named as per the Youth Criminal Justice Act)were charged with several criminal offences:

Driver:

  • Possession of property obtained by crime;
  • Operation (of a vehicle) causing bodily harm;
  • Breach of probation;
  • Flight from police;
  • Obstruction;
  • Assault peace officer; and
  • Assault peace officer and wound/maim/disfigure or endanger life.

Passenger 1:

  • Possession of property obtained by crime; and
  • Failure to comply with release order.

Passenger 2:

  • Possession of property obtained by crime.

Both passengers are set to appear in court at a later date; and the driver is to appear in court today.

Pervert Alert – Eric CYR – Child Pornography

(Ottawa) – The Ottawa Police Service Internet Child Exploitation Unit (ICE) arrested and changed an Ottawa man following a joint investigation with the Northern Alberta Internet Child Exploitation Unit (NAICE).

On March 19th, the Ottawa Police received information from NAICE regarding an Ottawa man making attempts to lure an underaged person that lives in Alberta. Yesterday, with the assistance of multiple OPS sections including, the Surveillance Unit, the South Neighbourhood Resource Team and Frontline Patrol officers, the man was arrested.

Eric CYR, 48-years-old, of Ottawa, was charged with the following:

–          Telecommunication with a person under the age of 18 for a specific criminal offence x3;

–          Making sexually explicit material available to a child;

–          Making child pornography;

–          Unlawfully possessing child pornography

He is scheduled to appear in court today.

Rolling Thunder Update: Police To Desecrate War Memorial By Banning Vehicles #HoldTheLine

(Ottawa) – The Ottawa Police Service has developed an enhanced operational approach to manage the Rolling Thunder event scheduled for April 30th along with any impacts from the arrival of participants on April 29th.  

We have heard the concerns of the community. Since February, we have adjusted our overall approach to all demonstrations, protests, events and rallies.  

The right to lawful and peaceful demonstrations will always be protected. 

We will not allow for unsafe or unlawful conditions that could lead to another unlawful protest as seen in February. 

Vehicle exclusion zones: As a result of the unlawful protest, the City of Ottawa’s position is that no motor vehicle protests, rallies or events will be allowed in the designated downtown core areas. The Ottawa Police is supporting and enforcing that decision. This includes areas near Parliament Hill and the National War Memorial and applies to all demonstrations, rallies and events. All motor vehicles will be prohibited from participating in any of these events in these designated areas. 

Increased police presence: We will receive significant, additional resources from multiple partner agencies including the RCMP, OPP and municipal police services. The focus of these resources will be on public safety, maintaining the right to protest and enforcing all applicable laws. 

Organizers: Any organizer of any event will be held accountable for their actions before, during and after events. 

Online comments: We continue to  monitor online and open source commentary related to all events. Threatening or intimidating behaviours will be investigated and subject to charges where warranted. 

Investigations: Investigative teams, including our Hate Crime Unit, are in place focused on gathering evidence and laying charges. We are also in contact with the Crown Attorney. 

Charter of Rights and Freedoms 

As a police service, we will always protect the rights of individuals to lawfully and peacefully protest in line with the Charter of Rights and Freedoms. Since the removal of the unlawful protest we have worked to ensure more than 100 protests could occur lawfully and peacefully in the core. 

As we do with all events, we have reached out to Rolling Thunder organizers to ensure we understand their plans. We do this for every event from football games to rallies to demonstrations. This is not meant to support any specific cause but to ensure there are clear lines of communications and that public safety issues are addressed. 

The role of police is to remain impartial, promote public safety and enforce relevant legislation. 

We are also reaching out to individuals and groups who plan to express their opposition to this event through protest to understand their plans. As with all events, demonstrations and protests everyone will be treated equitably. 

What residents can expect 

We will continue to communicate through this event to ensure everyone can make informed decisions. 

Residents and businesses should expect traffic delays. Areas may be restricted to pedestrian-only zones in the core to maintain public safety. We are aware of a site in the rural area of Eagleson Rd. where some Rolling Thunder participants are gathering this weekend. This area will see increased police presence and possible traffic delays. 

We are working with our City partners to develop a traffic plan and maps that will manage vehicular traffic and ensure safe movement of pedestrians. There will be allowances made for local traffic. Controlled intersections, road closures, vehicle towing and ticketing will be part of the enforcement strategy to support public safety.  

In line with the Charter of Rights and Freedoms, ALL lawful protests, demonstrations and rallies etc. will continue to be allowed in the downtown core in areas such as Parliament Hill and the National War Memorial. Vehicles will be excluded from participating in any of these events. 

Extra police resources from multiple police services have been requested to manage public safety, assist with road closures and enforce all Criminal Code, Bylaws and provincial Highway Traffic Act offences.
