Drug Bust – Names Released

(MADOC TWP, ON) – The Central Hastings Detachment of the Ontario Provincial Police (OPP) has laid drug trafficking charges after a traffic stop in Madoc Township.

On Monday, March 3, 2025, officers stopped a car on St. Lawrence Street East after observing damage on the vehicle and an obscured licence plate. The owner did not have insurance or registration paperwork in the vehicle.

Further investigation, and a search of the vehicle, resulted in the discovery of over 30-grams of cannabis, as well as suspected methamphetamine and suspected psilocybin. The officers also located crack pipes, a large knife, shotgun shells and items typically associated to drug trafficking.

Michael ANDREW, age 52 of no fixed address, has been charged with:

  • Possession of a schedule 1 substance for the purpose of trafficking
  • Possession of a schedule 3 substance for the purpose of trafficking
  • Possession of a weapon for a dangerous purpose
  • Possession of proceeds of crime under $5000
  • Driving with cannabis readily available
  • Possession of over 30-grams of dried cannabis in a public place
  • Operate a vehicle without insurance
  • Failing to surrender a permit for a vehicle
  • Failing to surrender a driver’s licence
  • Driving with a dirty licence plate
  • Fail to comply with a probation order

Patrick FRENCH, age 32 of Central Frontenac Township, has been charged with:

  • Possession of a schedule 1 substance for the purpose of trafficking
  • Possession of a schedule 3 substance for the purpose of trafficking
  • Possession of a firearm or ammunition contrary to a prohibition order

Both accused were held in custody and are scheduled to appear for bail hearings before the Ontario Court of Justice in Belleville later today (March 4, 2025).

Raymond JACQUES – Drunk Driving

(MADOC TWP., ON) – A single-vehicle crash in Madoc Township has led to impaired driving charges.

On Saturday, December 7, 2024, just before 6:00 p.m., members of Central Hastings Detachment of the Ontario Provincial Police (OPP) were dispatched to a collision at the intersection of Highway 7 and Cooper Road. A vehicle had left the road, collided with a hydro pole and then came to rest in the ditch. The driver was reported to be attempting to drive the vehicle out of the ditch. 

As a result of the investigation, Raymond JACQUES, age 63 of Madoc, was arrested and charged with:

  • Operation while impaired – alcohol
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Belleville on December 19, 2024.

The individual’s driver’s licence has been suspended for 90 days (Administrative Drivers Licence Suspension) and vehicle has been impounded for seven days.

Counterfeiting Operation Hits Snag

(MADOC TWP., ON) – The Ontario Provincial Police (OPP) East Region Community Street Crime Unit and Central Hastings Detachment have made arrests in connection with a counterfeit cash investigation.

A Central Hastings officer responded just before 10:00 a.m. on Tuesday, September 10, 2024, to a report of a suspicious vehicle parked on Crookston Road.

It was confirmed that one person in the vehicle had an outstanding arrest warrant and was arrested. A subsequent search of the vehicle located a quantity of counterfeit cash as well as the equipment and materials used to make it.

This resulted in the other person in the vehicle being arrested as well.

CSCU and Central Hastings OPP members executed a search warrant at a residence on Cooper Road on Wednesday, September 11, 2024, and seized more counterfeit cash and additional materials and equipment.

The value of the completed and partially completed counterfeit cash is into the thousands of dollars.

As a result of the investigation, Lisa DUDGEON, age 44, and Ryan BAXTER, age 40, both from Madoc Township, have been charged under the Criminal Code with:Making counterfeit money

  • Making counterfeit money
  • Possessing counterfeit money

BAXTER has also been charged with breach of recognizance.

Both of the accused remain in custody and are scheduled to appear before the Ontario Court of Justice in Belleville on Friday, September 13, 2024.

Josiah STEWART Facing Numerous Charges

(MADOC TWP., ON) – A Belleville resident is facing numerous charges after a dangerous traffic incident on Highway 62 in Madoc Township.

An officer with the Central Hastings Detachment of the Ontario Provincial Police (OPP) was on Highway 62 at Public School Road on Sunday, August 25, 2024, shortly before 6:30 p.m., when he observed a fast-moving pick-up truck heading north on the highway. It was being driven erratically, crossing the centre line and swerving onto the shoulder.

When the officer attempted to stop the vehicle, it accelerated away at speeds well over 150-kiloemtres per hour in an 80-zone. As the driver was heading directly toward the ongoing investigation into an earlier fatal collision in the area, the speeding pick-up posed a serious safety risk.

The pick-up driver eventually pulled over and stopped. The individual was arrested, and officers located cannabis products and alcohol. The driver was transported to the detachment for testing.

As a result of the investigation, Josiah STEWART, age 40 has been charged under the Criminal Code, Cannabis Control Act and Highway Traffic Act with:

  • Operation while impaired – alcohol and drug
  • Operation while impaired – blood alcohol concentration (80 plus)
  • Dangerous operation
  • Flight from a peace officer
  • Driving with cannabis readily available
  • Having care and control of a vehicle with cannabis readily available
  • Having care and control of a vehicle with liquor readily available
  • Stunt driving – excessive speed

The accused was released and is scheduled to appear before the Ontario Court of Justice in Belleville on September 12, 2024.

Attempted Murder -Matthew HELM Arrested

(MADOC TWP, ON) – The Central Hastings Detachment of the Ontario Provincial Police (OPP) has made an arrest after three individuals suffered serious stab wounds in Madoc Township.

It happened April 24, 2024, between 11:30 p.m. and midnight, on McCann Road in Eldorado when a male travelled to the area by taxi. The car driver, a 59-year-old male, was assaulted, suffering life-threatening injuries. He drove himself to a nearby gas station and was then transported to a hospital in Kingston. Two people, a man and woman aged 64 and 59, who had been in the home were also assaulted, resulting in life-threatening injuries. They were transported to hospital by Hastings-Quinte Paramedics.

The male then fled the scene in a stolen vehicle and was located driving on Highway-62 and arrested without incident.

Matthew HELM, age 36 of Tweed, has been charged with:

  • Attempt to commit murder – three counts
  • Break and enter with the intent to commit an indictable offence
  • Theft of a motor vehicle
  • Mischief over $5000

The accused was remanded in custody, with scheduled appearance before the Ontario Court of Justice in Belleville on May 2, 2024.

Investigators believe there was no safety risk to the general public during the incident.
